Access Level Issues

I have the category set to Public; http://prntscr.com/dy4n6r
I have set the files to Public; http://prntscr.com/dy4ne6

But when I go to the front-end to download the file; http://prntscr.com/dy4nmk

Am I doing something wrong? Is this a Joomla! error or PhocaDownload?
I am running Phocadowload verison 3.1.2
Joomla version 3.6.2

Hi, this message you get in case, you have enabled "Maximum Count of downloads per file" - in such case only registered users can download - just disable it in parameters of Phoca Download.

Is there any particular reason for this?
It would be amazing if this functionality could work per category of file instead of all the files.

Hi, there is a particular reason for this, if the "Maximum Count of downloads per file" is enabled, such cannot work with public download. When publid download is active you cannot identify the user, you cannot say, one user didn't download the file e.g. 3x at once (e.g. download managers can use 3x downloads open for one download, etc.) This was the demand of the users when added this feature to feature request list (to not influence this limit by public download which then can break all the feature)
