Changelog?

Is there a changelog somewhere (sorry I can't seem to find one)?

I have a lot of overrides to change layouts and styles and I need to know what has changed between 3.1.2 and 3.1.4 in order to see if I need to update any of the files I have over-riden.

Hi, the changelog is always set in News:
3.1.3:

3.1.4
was a quick fix release without any new feature (fixed a typo error).
