So Public can not download a file that I upload and share?

Do they have to be a registered user to download a Phoca uploaded file?
I was hoping to use Phoca to allow a registered / author to upload files on the front end, and then share their files on their articles that they create in a news / blog to the public. Is this possible?

Hi, as default it works this way, when you disable
Enable User File Authorization - authorization will be not needed
and when you set:
Default Access
to public then the uploaded file will be set as public so it can be downloaded by public.

So would this be the proper method?:
Global Configuration > Uploads > Enable User File Authorization > No
Components > Phoca Download > Category > Access > Public
Components > Phoca Download > Category > Access Rights > [leave it blank]
Components > Phoca Download > File > Access > Public
