which Joomla! version do you use?
which Phoca Commander version do you use?
which backend template do you use?
which php version do you use?
Do you receive any error messages? (in Java console or error.log)
Your settings are ok.

Phoca Commander: 3.0.3
Backend Template: Isis
PHP: 7.2.8
Error: No PHP or Java Script Errors on the screen or on the Console

do you have the option to downgrade the PHP version to 7.0 for testing?

Hi, really no javascript error in console, the files are loaded per ajax, so there will be some message in javascript console when there will be problem with loading
Try to see the network (XHR) panel:

Hi, I see status 200 which should be OK, if you click on the link (name), you should see more details in "preview" tab?

Hi, hmmm, hard to say as the output seems OK. Did you try to reinstall the component?
