I want to change the wording of the button to "Click here to enquire" and have looked at the code and the settings but nothing seems to be the actual text in the button.

it's this string: COM_PHOCACART_ASK_A_QUESTION="Ask a Question"
You can edit this string directly insite en-GB.com_phocacart.ini or you can do a language override.
