Hi, the way which is working now in Phoca Download:

- in backend - in administration you can delete each file - it is just administration and there must be a place to delete all files
- in frontend - only users who have delete rights can delete own files (uploaded by them), so in frontend you can manage as user only your files and it depends on category rights if you will be able to delete them or only to upload them
