ckeck if Thumbnails Generation is enabled in Phoca Gallery Options.
Backend --> Components --> Phoca Gallery --> Control Panel --> Options --> Thumbnails --> Thumbnail Generation Settings --> Enable Thumbnails Generation=Yes

Hi,
was "Enable Thumbnails Generation" set to 'Yes' or 'No'?
If it was set to 'No', you need to set it to 'Yes' and after that go to:
Backend --> Components --> Phoca Gallery --> Images --> Choose the Category with missing thumbnails
Then the missing thumbnails will be generated.
