customer is unable to register

please i am creating a website in joomla and using the phoca cart, however, something is preventing a new user from registering at checkout to be able to make their purchase. can anybody help me?

Hi,
go to: Backend --> Users --> Manage --> Options
and set:
Allow User Registration=Yes
