Now I can write the name of a tag or label in any language. However, I cannot specify in the publish settings for which language this should be shown.

Therefore, regardless of the language in which the site is displayed, in the Phoca Cart Filter Module, tags and labels in all languages ​​will be displayed intermixed. And I didn't find an option to filter this displaying by language.

I temporarily solved the problem by specifying only English tag names and only Russian label names. And for one language I show only tags, and for the other only labels. But this is inconvenient and not correct.

I would like to be able to specify the publication language for tags and labels.

The problematic part is when product will have another language as the tag or label which is assigned to this product. Then the language cannot be managed correctly there
