Shipping / Payment distance etc.

Hi.
What will be the best way to combine delivery with payment.
When we have a group of products but with a different delivery price.
And we have a group of products with one fixed price regardless of quantity.
Example.
wooden board - ship to region A cost 300$ but in region A city on the edge cost 500$ (the price depends on the distance)
metal beard - ship to region B cost 100$ but in region A city on the edge cost 500$ (the price depends on the distance)
board wheels small item etc - ship to all region cost 150$
I can't found one good solution.

Or you can set Zones (but even there you will need to divide the regions)
