Nonregistered users cannot see any gallery or pictures.
I am not able to find where to change this.
Menu is set to Public.

Hi, as default all users can see images, so check all the possible rights:

- menu link rights
- category rights
- image rights

-Users - Access Level - Registered Users: Guest

There is nothing with
- category rights
- image rights

Using J4.3.1 and Phoca 4.5.3

Hi, see components - Phoca Gallery - categories - edit category and see the rights for categories and images in category edit:

OK. Phoca automatically adds the "Access Rights" to "All Registered Users". You actually have to delete it and leave the filed empty.

Hi, as default, all images are displayed for public, there is no such feature to automatically add access rights to some value
