TCPDF in public_html

I installed PhocaPDF but could not get it to work. I just get the error: 500 - Unable to load renderer class. I suspect this may be because the server does not have the tcpdf library. I contacted my host and received this reply:
Unfortunately we don't offer this library installed on our shared servers. However, after reading the installation documentation here :

I noticed that you might be able to install it manually under your account in public_html. You will have to download the source, upload it to public_html, change it's permissions to 755 and modify the config files.

I've tried this but don't see a config file. Is there a way to tell PhocaPDF to look in public_html for the tcpdf folder?

Hi, the TCPDF library is included in Phoca PDF framework, you should check permissions and ownership of files and folders on your server. Try to check if all was installed correctly and all files were copied while installation.
