Unable to allow front-end user uploads

I would like to allow front-end user uploads to Phoca Download however when I try to add a menu item using the User Upload layout the Options tab is blank. I am unable to select Allow User uploads.

I am using Joomla! 3.3.3 with Phoca Download 3.0.6.

How can I get the Options tab populated so that I can allow User uploads?

Hi, blank page mostly means a php error, try to enable php error reporting and see if you get there some error message?

And are you sure, error reporting is enabled - did you check the errorLog?
