Can a user access an area where there are many free downloads and download only one content? The next time will not be able to download other content and can't enter in this area "free download"?
Or I can send the link to access this free area to which the user can access only once for only one download? (the link expires)

Hi, there is no such option, but you can have unique links for each download, so every user can get only one link 
Or if the files should be free and not free - you can list them in one public category - if the user will download free files, he/she will be able to download them, if not free - then he/she will need to login on the page
