Hi Jan,
As per your PM. Yes. I disabled suffix too.

It looks like I'm not the only one with this issue.

Is there anyway to get back the old version - that way I can remove the new one and install the old one as that one was working fine. I only upgraded because I wanted to keep things current but no sense if the new version is not working.

What was the solution?

I have the same issue on joomla 3.9.5
Created a token. Opened it in another browser.
I see the download button and then i get an 404 error. Nothing changed with SEF or any.
File is published and authorized. Access rights should not be of influence with token.
And of course in Options the Enable Unique donwload link is set to Yes.
Enabling/disabling FTP does not matter.

@suus i checked if had got an old version on my harddrive, but unfortunately not. Else i could send it.
By the way why does your link has 2 slashes behind the .nl ?
