My server,

cURL = enable
PHP version 5.22.17

In Phoca Gallery
Panel Control - Information- Picasa Suport
Php arrow url-open = Disable
cURL = Disable
Json_decode = Disable

In Localhost arrow url_open=enable, allows me to put the photos but in remote that is not allowed .

Hi, then you need to check the settings, seems like the cURL is not allowed and must be enabled on remote server.
