how to review uploaded files before authorizing

I want as administrator to check an uploaded file before authorizing it. Is there any way to download a non authorized file? I want to use either frontend or backend and not ftp.

Hi, you can set in admin e.g. that it will be authorized by accessible only for super user, or you can access it directly on server
